However, if a business deals only in zero-rated supplies, they may apply for an exemption from registration. In that case, they are not required to file VAT returns but will lose the right to claim input VAT credits.
What Are Exempt Supplies in the UAE?
Exempt supplies are transactions that are not subject to VAT at all. Unlike zero-rated supplies, suppliers of exempt goods and services cannot recover input VAT on their business-related purchases.
This means businesses making exempt supplies absorb VAT costs on expenses, reducing their ability to claim refunds.

- Local passenger transport within the UAE.
- Bare land transactions.
- Residential buildings (except for the first supply).
